Google Android Phones Can Talk with Spiel

Spiel is an open source screen reader for Google Android mobile phones and netbooks.

Spiel is currently under active development, providing a high level of access to most basic Android functionality. On a continuum from no access at all to completely accessible, I'd place an Android phone further toward the accessible end of the spectrum than, say, the various LG phones with rigidly defined features. For a more detailed idea of what is possible, see a list of current features and accessible applications at the development website.
